GRAP-4 Gone, Stage-3 Stays: What Changes for Schools, Cars & Offices Tomorrow?

RESTRICTIONS EASED: On Jan 20, 2026, the CAQM revoked GRAP-4 measures, allowing trucks back into Delhi, but Stage-3 bans on older private vehicles remain in effect due to 'Very Poor' AQI.

New Delhi: The rigorous restrictions of GRAP Stage-4 have been lifted, effective immediately. The CAQM Sub-Committee observed that the AQI trend is improving due to favorable wind speeds. While the emergency brake has been released, the “Severe” pollution protocols (Stage-3) are still active.

1. Schools: Who Goes Back to Class?

With the removal of Stage-4, the blanket ban on physical classes is lifted, but Stage-3 specific rules apply.

  • Classes 6 to 12: Physical classes will RESUME fully from Wednesday, Jan 21.
  • Nursery to Class 5: Under Stage-3, the state governments (Delhi, UP, Haryana) have the discretion to continue Hybrid/Online mode. Parents are advised to check specific school notifications, as many primary schools may choose to stay online due to the dual impact of pollution and the cold wave.

2. Vehicle Movement: Trucks vs. Cars

This is where the biggest confusion lies. Here is the clear rule:

  • Trucks (Big Relief): The ban on the entry of trucks into Delhi is LIFTED. Heavy Goods Vehicles (HGVs) can now enter the city.
  • Private Cars (Ban Continues): Since Stage-3 is still active, the ban on BS-III Petrol and BS-IV Diesel four-wheelers remains strictly in force across Delhi, Gurugram, Faridabad, Ghaziabad, and Gautam Buddh Nagar. Violators will face a ₹20,000 fine.

3. Construction Activities

  • Allowed: Construction of public infrastructure (Highways, Flyovers, Power transmission, Metro projects) can resume.
  • Banned: All private construction (residential layouts, private boring/drilling, demolition) remains SUSPENDED under Stage-3.

4. Offices & Workplaces

  • Work From Home: The recommendation for 50% capacity in government and private offices is withdrawn. Employees can return to work physically.

Q: Can I drive my diesel car in Delhi tomorrow?

A: If your car is BS-IV Diesel, you CANNOT drive. If it is BS-VI Diesel, you are allowed.

Q: Are schools open for Class 10 and 12?

A: Yes, physical classes for board exam students (and all students from Class 6 upwards) resume immediately.

Q: Is construction allowed now?

A: Only public projects (like Metro/Roads). Private home construction is still banned.
