Srinagar/Jammu: In a major relief for retired employees, the Jammu and Kashmir administration has formally extended the Central Government Health Scheme (CGHS) medical facilities to its pensioners. This decision, announced on January 16, 2026, aims to bring parity in healthcare access between UT administration retirees and Central Government pensioners. However, the extension comes with strict eligibility criteria and a “One Scheme” rule to prevent the duplication of government benefits.
Eligibility and The Cut-Off Date
Not all pensioners are eligible for this transition. According to the Finance Department’s circular:
- Eligible Category: Only those J&K government employees who retired on or after October 31, 2019, are eligible to opt for CGHS.
- Ineligible Category: Pensioners who retired prior to the cut-off date will not be covered and will continue under existing state medical allowance provisions.
- Subscription Fees: Facilities are provided on payment of requisite subscription fees (linked to 7th CPC levels), similar to Central Government retirees.
The “Single Benefit” Condition: CGHS vs Ayushman Bharat
The government has mandated that no individual can enjoy medical facilities from two different government sources simultaneously.
- The Choice: Eligible pensioners must formally choose between CGHS and the existing AB-PMJAY SEHAT (Ayushman Bharat) scheme.
- Mandatory Surrender: Those opting for CGHS must disable their Ayushman Card and obtain a No Objection Certificate (NOC) from the State Health Agency (SHA), J&K, before applying for a CGHS card.
- Permanent Decision: Note that once a pensioner surrenders CGHS to move to another scheme, the process is often irreversible.
CGHS Services at a Glance
Pensioners opting for the scheme will gain access to a robust healthcare network, including:
- OPD Services: Consultations and medicines from CGHS Wellness Centres.
- IPD/Hospitalization: Cashless treatment at over 2,500+ empanelled private hospitals across India.
- Specialist Access: Direct access to specialists at government hospitals and referrals for private facilities.
- AYUSH Coverage: Comprehensive treatment options in Ayurveda, Homeopathy, Unani, and Yoga.
