The review, conducted specifically to verify readiness for the Western Disturbance predicted to hit the region on February 1, revealed that facilities on paper did not match the ground reality.

During the inspection of high-traffic shelters—specifically near Sector 62 (Mamura) and Botanical Garden Metro Station—the DM noted several glaring deficiencies:

  • Fire Safety Risks: A critical lapse was noted regarding fire safety. Several shelters lacked functional extinguishers, a dangerous oversight as occupants turn to makeshift heaters during wet weather.
  • Absent Caretakers: At a few locations, the designated caretakers and health officials were missing from their posts during the critical night hours.

The Action: “Fix It or Face Action”

DM Medha Roopam has issued a strict warning to the concerned Sub-Divisional Magistrates (SDMs) and Noida Authority officials, emphasizing that the “status quo is unacceptable” given the forecast.

  1. Fire Safety Audit: A mandatory fire safety audit of all shelter homes has been ordered immediately to prevent accidental fires.
  2. Immediate Upgrade: All shelter homes must be equipped with hot water, dry blankets, and functional lights within 24 hours.
  3. Bonfire Map: A verified list of active bonfire spots must be submitted daily to ensure no specific sector is neglected.
  4. Show Cause: Notices are likely to be served to the nodal officers responsible for the ill-equipped shelters.

The timing of the inspection is critical. The India Meteorological Department (IMD) has predicted an active Western Disturbance affecting Northwest India starting February 1, 2026.

  • The “Wet Cold” Factor: While cloud cover may prevent night temperatures from dropping to freezing, the combination of rain and wind creates a “bone-chilling” effect that is far more dangerous for the homeless than dry cold.
