PRAGATI projects in Jammu and Kashmir: Addressing a press conference in Jammu on Monday, Jammu & Kashmir Chief Secretary Atal Dulloo said the PRAGATI platform is fast-tracking 61 major infrastructure and development projects worth over ₹4.12 lakh crore across the Union Territory, with most bottlenecks already resolved. He described PRAGATI as a “powerful instrument” that ensures timely execution of big-ticket projects through direct monitoring by the Prime Minister and the Cabinet Secretariat.

Addressing the media at a press conference organised by PIB Jammu in collaboration with the Directorate of Information and Public Relations (DIPR), Chief Secretary Atal Dulloo explained that PRAGATI (Pro-Active Governance and Timely Implementation) has emerged as the primary coordination mechanism for large infrastructure projects in Jammu & Kashmir.

He said 61 projects worth around ₹4.12 lakh crore are currently being tracked through the Project Monitoring Group (PMG) portal under the Cabinet Secretariat. These projects span key sectors including connectivity, energy and social infrastructure. Of these, 15 projects worth nearly ₹69,000 crore have already been completed, while 46 projects worth approximately ₹3.43 lakh crore are at various stages of implementation.

Dulloo noted that all Government of India projects with an outlay exceeding ₹500 crore are monitored on the PMG platform, and the most critical among them are reviewed directly in monthly PRAGATI meetings chaired by the Prime Minister. In Jammu & Kashmir, 15 such high-priority projects with a combined cost of ₹1.12 lakh crore fall under this category.

According to the Chief Secretary, PRAGATI meetings have taken up 59 specific issues related to J&K projects so far, out of which 57 have been resolved. He said this high resolution rate reflects strong coordination and follow-up at the Union Territory and district levels, placing J&K among the better-performing regions nationally.

Linking J&K’s progress to the national picture, Dulloo said PRAGATI at the all-India level has helped fast-track over 3,300 delayed projects worth around ₹85 lakh crore by resolving issues related to land acquisition, environmental clearances and right-of-way. These include nationally significant projects such as the Jammu–Udhampur–Srinagar–Baramulla rail link and the Navi Mumbai airport.

Describing PRAGATI’s structure, the Chief Secretary said it is an ICT-enabled, multi-modal platform that brings together the Prime Minister’s Office, central ministries and state or Union Territory administrations to review projects and public grievances in real time.

He said the role of the J&K administration includes facilitating land acquisition, forest and environmental clearances, utility shifting and law-and-order support to ensure that central executing agencies are able to adhere to project timelines.

Highlighting concrete outcomes, Dulloo listed six high-priority projects worth about ₹53,000 crore that have already been completed or commissioned under PRAGATI monitoring. These include:

  • Jammu–Udhampur–Srinagar–Baramulla Rail Link
  • Kishanganga Hydroelectric Project and its transmission system
  • Resolution of utility-related issues for AIIMS Jammu
  • NH-44 Srinagar–Banihal section
  • Alusteng–Drass–Kargil–Khalsi–Leh transmission system, now handed over to Ladakh

He added that nine more projects worth around ₹59,000 crore—including the Delhi–Amritsar–Katra Expressway, AIIMS Awantipora, the Pakal Dul Hydroelectric Project and a 4G connectivity scheme under the Universal Service Obligation Fund—are under active PRAGATI monitoring, with 27 of 29 identified issues already resolved.

Dulloo also said PRAGATI reviews flagship social schemes and public grievances, making it a people-centric governance platform rather than merely a project-tracking mechanism.
