Indian Railways has updated several travel guidelines for 2025 to make train journeys safer, more comfortable and more organised. Whether you travel frequently or occasionally, knowing these rules can help you avoid penalties and ensure a smoother trip. Here are nine important railway rules every passenger should be aware of this year.

1. Always Travel With a Valid Ticket

Every passenger must carry a valid ticket before boarding the train. Travelling without a ticket invites fines, penalties or removal from the train. Online, counter and authorised agent bookings are all acceptable.


2. Aadhaar Verification for Certain Bookings

For added security and to prevent fraudulent bookings, Aadhaar-based verification may be required while booking reserved tickets during high-demand periods. This ensures genuine passengers get priority for confirmed seats.


3. Waiting List Passengers Cannot Enter Reserved Coaches

In 2025, Indian Railways has tightened rules for AC and Sleeper Class:

  • Passengers with Waiting List (WL) tickets are not allowed to board reserved coaches.
  • Only confirmed and RAC passengers may enter AC/Sleeper compartments.

This change aims to reduce overcrowding and improve comfort.


4. Lower Berth Rules for Sleeping Hours

Railways has clear guidelines on berth usage:

  • Lower berths are meant for sleeping from 10 pm to 6 am.
  • During daytime, lower berths must be shared as seating.
  • RAC passengers may receive a lower berth if it becomes available.

These rules help avoid disputes during long journeys.


5. Pet Travel Restrictions

Pets such as dogs are not allowed in AC or sleeper coaches unless the passenger has booked an entire coupe or cabin. Otherwise, pets must be transported in the luggage van following railway rules.


6. Follow Luggage Limits to Avoid Penalties

Railways has luggage limits based on class:

  • First AC: around 70 kg
  • Second AC: around 50 kg
  • Sleeper Class: around 40 kg
  • Second Class: around 35 kg

Exceeding these limits can lead to extra charges or fines.


7. Know Your Rights as a Passenger

Railway passengers are entitled to:

  • Refunds on cancelled tickets within the allowed time
  • Clean drinking water and basic amenities
  • Safety assistance during emergencies
  • Compensation in certain delay or accident cases

Complaints can be registered through Rail Madad (139) or the official app.


8. Do Not Travel in Unauthorized Areas

It is illegal — and unsafe — to:

  • Travel on the footboard or rooftop
  • Cross tracks at non-designated points
  • Enter locomotive cabins or restricted areas

Violations may result in fines or legal action under the Railways Act.


9. Check Your PNR Status Before Boarding

If your ticket is still on Waiting List, you should not board reserved compartments. Penalties apply if WL passengers are found inside AC or sleeper coaches. Always check your updated PNR status before the journey.
